Is This A Teaser Banner For "The Dark Knight Rises"?

I know it's small, but click on it and it'll get bigger. So I wonder if this is the official teaser banner for the upcoming "The Dark Knight Rises". It really looks real, but it could be a fake by a fan. It could easily be done with the use of photoshop. I'll out soon.
